devtools::install_github() instead of install_packages()

I had the same issue. `devtools::install_github("mkearney/kaggler")` worked for me. `devtools::install_packages("mkearney/kaggler")` gave me > Error: 'install_packages' is not an exported object from 'namespace:devtools'
