To reproduce, open a chat thread on [hangouts.google.com](hangouts.google.com): it is overlaid with ADCHOICES IDENTIFIED

Very high CPU usage when Google Drive pages are open

Resulted in consistently above 80% CPU usage and web browser slowed down

mxe depends on a non-stable release of fontconfig

MXE updated in https://github.com/mxe/mxe/commit/57cdcfed25a76ab162bf614bd4bf8c3b2866167a to depend on fontconfig 2.15.0. fontconfig 2.15.0 artificially requires autoconf 2.71 due to https://gitlab.freedesktop.org/fontconfig/fontconfig/-/merge_requests/301/diffs when lower versions of autoconf work as well.
