[This PR](https://github.com/Shopify/cli/pull/4267) which was released in version 3.65.1 sounds like it might be related, but then I'd expect this to be resolved in 3.65.1, which it seems not to be....

I can also confirm that downgrading from `@shopify/[email protected]` to `@shopify/[email protected]` fixed this issue for me, which I was seeing when running within GitHub Actions.
