I don't think that should be an absolute! In fact, if there are multiple invoices for a customer/vendor, overpayments should be applicable to other open invoices.

I simply "Search" in AR, and select an invoice. Paid or not, it always shows 0 for "Total Paid", and the invoice total as "remaining balance"
