Enhancement: add option to allow hue modulatation in non-linear colourspace to match CSS filter hue-rotate

Not sure I'm able to provide a good PR, but I have made hue-rotate with [this](https://github.com/pixijs/pixijs/blob/7b20ea9a497fc7245a7dddb7534dc08b6bc37fbf/packages/filters/filter-color-matrix/src/ColorMatrixFilter.ts#L210) matrix via `recomb()`. It's not 100% exact, but gives colors very close to CSS-filter...
