Missing SparkFiles.get implementation?

I may be missing something, but I couldn't find the implementation for [SparkFiles.get()](https://spark.apache.org/docs/1.0.2/api/java/org/apache/spark/SparkFiles.html). This method is needed to retrieve files pushed via `SparkContext.AddFile()`

**Describe the bug** Seems like the latest version on nuget.org is [1.15.1](https://www.nuget.org/packages/TensorFlowSharp/1.15.1). It would be great to upload v1.15.3 to include the missing `libtensorflow.dll` on .net core fix. **Screenshots**
