As you correctly mentioned, in https://github.com/aws/aws-lambda-dotnet/pull/1663, the [bootstrap-al2023.sh](https://github.com/aws/aws-lambda-dotnet/blob/8c1705f523c9d75db87bc326f5ee3d5ec6de39be/Libraries/src/Amazon.Lambda.RuntimeSupport/bootstrap-al2023.sh#L10) `SSL_CERT_FILE` sets to `/var/runtime/empty-certificates.crt` if not explicitly set.
