Well, in my clone of the project I have the asset [main.pdf](https://github.com/ascherer/mueller-report/releases/download/PDF.beta/main.pdf) with a canonical URL.
I've replaced all single and double quotes (straight and UTF-8) with TeX's opening and closing quotation marks, sprinkling in some `\thinspace`s where necessary.
Many of these are fixed, although another round of inspection might unearth more instances for `\textit{...}`.
The canonical way – without much extra `\label`ing – is to use, _e.g._, `\hyperlink{subsubsection.1.3.4.1}{Volume~I, Section~III.D.1}`, using the automatically created label from `main.toc`. ~~Obviously, this is a huge task.~~
Note that this is heavily involved with issue #68; in case of moving the whole toc stuff one level up, the auto-generated labels will also change!
Cross-linking between volumes 1 and 2 almost requires a monolithic pdf.
