CORS error on neuropil

Users tracing on neuropil receive an occasional CORS error, which seems to be because a request to `https://flyem.mrc-lmb.cam.ac.uk/tracing/fafb/v14/projects/?has_tracing_data=true` is returning a 502, which of course doesn't have a CORS header...

This is a known not-yet-implemented, but creating an issue here to make this clear since a release is about to go out.
