vmalert: adding `spec.notifier.url` creates `-notifier.url` with two URLs

Hi, @AndrewChubatiuk Thanks for the comment. Just the reason why I'm adding Alertmanager's URL, is that our Alertmanager is configured with the `/alertmanager/` URI. So I added it as `-notifier.url=http://vmalertmanager-vm-k8s-stack.dev-monitoring-ns.svc:9093/alertmanager`

Helm warning when using gha-runner-scale-set as app dependency

Got the same weird warning. But that issue was opened Jun 24, and still no comments from the GitHub team.
