In https://github.com/gomods/athens/issues/1473, we discussed the various terraform modules that might be useful to have. @geototti21 volunteered to do Fargate module. cc/ @geototti21

They're on DockerHub now. We might consider putting them onto ghcr because that service gives us statistics on downloads for each tag, rather then just all tags at once.
