if mbsync -v is less than 1.4.0 use old format, else use new format

Replace the check of apt-get with a check that looks at the version number of mbsync and use the old format if the version number is less than 1.4.0

New Ubuntu versions have switched to using mbsync Near and Far not Slave/Master

The mw logic identifies that apt is in use and use Slave Master instead of Near and Far in the .mbsyncrc file. Newer versions of Ubuntu (22.04) will throw warnings...
