Changing the owner is now supported as of 1.9.2 via #24157 with the [chown](https://developer.hashicorp.com/nomad/docs/job-specification/artifact#chown) artifact parameter. The ability to set numerical permissions is still being considered separately.

We are considering this as part of some work we are doing around SAML integration in the next major release.
