The PoolListener logic is roughly equivalent to the [Event](https://docs.sqlalchemy.org/en/14/core/event.html) system now, as far as I see it. The code snippet from [here](https://stackoverflow.com/questions/13712381/how-to-turn-on-pragma-foreign-keys-on-in-sqlalchemy-migration-script-or-conf) should do the same thing like your `_SQLitePatch`...

Sorry, lost track of that. I myself don't have test files right now.
