Missing Aruco with 4.10.0 and gocv 0.37

4.8.0 and 4.8.1 works for docker. looks like anything above 4.9.0 breaks. especially the static images.

@dp1140a I had to build my own OpenCV with Go docker image using debian:12, the Gocv one's doesn't work for me.

how to resize webp image?

You can decode the image into raw pix and run any of these [Image Resampling Algorithms](https://medium.com/@chathuragunasekera/image-resampling-algorithms-for-pixel-manipulation-bee65dda1488) on the raw pixels.
