Unfortunately, CC BY 4.0 isn't directly compatible with ODbL and a waiver is needed in order for OSM contributors to use this layer (see https://blog.openstreetmap.org/2017/03/17/use-of-cc-by-data/)
Looks like they finally updated the cached layer, this PR now just updates the start/end dates
The longitude/latitude for the 2022 geometry seems to be flipped.
