There was some chaos leftover in m68k_write_memory_16 and m68k_write_memory_32 Namely, some of the calls had the args in the wrong places.

Fix m68k_write_memory_16() and m68k_write_memory_32() in emulator.c

Fixes are needed for the implementations of m68k_write_memory_16() and m68k_write_memory_32() in emulator.c that have parameters to ps_write_*() in a wrong order.

Not sure why IPL3 would be enabled without the explicit write flag. This patch would fix it.
