I have a similar issue. I am using Visual Studio 2017 (v14) 64-bit on Win 10 64-bit. PCl 1.8 works fine on all other projects where I am using it...
...Or, another way to ask this question is, is it possible to install Openni (either with the steps given modified, or by placing the right libraries in the right places)...
