@barredterra most changes make sense IMO, just needs fix to failing tests.

Thought I'd deprecate this using module level `__getattr__` but there are tools that parse `version = {}` assuming plain text file :facepalm:

We will break this just before v16, so assuming bench has some adoption by then. Also v16 upgrade guide can suggest upgrading bench first.
