I'm going to go by trying to import it into AWS Route 53 and other other examples i've seen, as I'm no expert on DNS Zones. If there aren't quotes...
Some places where you can import a DNS zone file don't require the SOA (e.g. Route 53) as they use their own which is unchangeable via an import anyway.
