这个问题在于，电脑系统的环境变量还未写入最新的python路径，每次重新开始时，vscode会读取环境变量的python（即原版本）。在安装最新版本的python过程中，好像有设定变量的勾选，你可以首先重启系统尝试一下。如果还是不行，那就手动写入系统的环境变量，可以参考这个[网址](https://blog.csdn.net/qq_40584683/article/details/126954120)。你的问题陈述得十分清晰，感谢。
