This is happening to me when verifying, on Win7 with Office Pro 2013 SP1 64-bit (15.0.4569.1506)
No, decryption was not working. It is still not working, and neither is verification. See attached.

I upgraded from 2010 32-bit to 2013 64-bit and the error is still here.
