Check cycle limits for Cryosat

It appears that the default `rads.xml` details for C2 need an update. Current version has cycle limit max of 199, but latest files are c200. Around here: https://github.com/remkos/rads/blob/3411a142053b77a2dc253bd8dca5b497be930cc7/conf/rads.xml#L4901
