@orangecms can you rework this PR to reference the still in progress FWFT extension as a required mechanism?
I think this item is waiting on SBI 3.0, then we can reference the FWFT.
This is what I got back from Himanshu at Ventana: APEI doesn't require any additional hardware capabilities. So there's some disagreement here. To be investigated.
Can we start by enumerating the full list and the default behavior seen in OpenSBI?

So it sounds like there may be an AIA dependency (perhaps AIA thus implies compliance to the RAS), but yeah I see that the RAS specs are still in flight...

Also @atishp04 Do we want an SBI extension where an OS can negotiate delegations? I.e agree if a particular trap would go fw-only, fw-first or kernel-first. That's probably more workable...
