Sure @arjunsuresh. I just tried to clone the opentelemetry-cpp repo using `git clone https://github.com/open-telemetry/opentelemetry-cpp.git` and found out that vcpkg folder (`opentelemetry-cpp\tools\vcpkg`) is empty. 

Thank you @arjunsuresh , the docker build was successful but there is some error with Nvidia runtime.  I have put it as a new issue: https://github.com/mlcommons/inference/issues/1695
