Add collision test for PeTar
Adds a collision test from ph4 to PeTar. Currently the test fails - particles that collide /exactly/ (just "very close" is not enough to trigger the issue) bounce off of each other elastically rather than ignoring the collision or raising a stopping condition. Merge PR when this issue is resolved in PeTar (cc @lwang-astro).
