Ah, nice! As noted on the CZO thread, #13895 is also relevant.
This is standard behavior for communication apps, where you may want to receive notifications while having the window out of the way. So I'm not sure there's something net beneficial...
While we're here, could you please fix incorrect option naming in the inbox filtering instructions?

**Notes:** - Following the webapp, users should be sorted by availability, and alphabetically within each availability level. - We should at least show all active/idle users. The webapp hides some...
I think all the remaining work is tracked in a couple of other issues, so marking this as done. We may or may not need to come back to hint...
