kustomize 3.6.1 has been released. I've tested it locally and can confirm that the webhook is now ordered at the end of the generated output

Helm chart string value coerced to bool

I've run into this again and it looks like the issue is specific to values that look like booleans in annotations. Not sure if this helps or not :slightly_smiling_face:
