That is correct. Since the manager (formerly master) must keep the address coherent while performing a burst a subordinate (formerly slave) could simply look at the address and ignore burst....
I am far too late and am not trying to back-seat engineer, but reading this thread I am left thinking: why not move to UVM instead? The currently supported simulators...
