We have many clusters with > 5k workflows that run happily. You probably need to grow your cluster.
Can you please attach `kubectl describe pod -l app=workflow-controller` and see what the state was for the crash? You logs only show health check failure.

It could use the “limit” list option to reduce the number of result returned. That would address the problem.
