Adding ManuscriptQueue and ReviewedList

I confirm: Functionality to add manuscripts which are newely posted to a queue, further popped from queue if vetted and added to reviewed list.

Solves issue #53

Hey I want to get this merged but after we merge this commit. https://github.com/cchrs/aletheia-app/commit/c271a0a63621fcaeb6e21d489e667dd6e9a0099d and then we'll need to get some tests around this. Thanks very much though and sorry I didn't respond I do appreciate this!
