This is a server side issue with the PowerShell Gallery. We'll fix this at some point. PowerShellGet v2 retrieves all versions and then sorts client side and returns, however PSResourceGet...
Does this issue still occur after retrieving a new API key from the Gallery? And does the scope for the key include the package you're trying to publish (or '*')?
