I did another upgrade run and removing csrp.config.php isn't the solution. This is definetly a bug and this is how i fixed it and what was happening in my case....
This most likely affects everyone and most people are just not noticing it. Probably linked with the amount of passwords you have or users. It is quite a serious issue...
