Looks like this implemented now per instructions here: https://github.com/integrations/microsoft-teams#customize-notifications I needed to `subscribe owner reviews`

NVM, this does not work as intended. I'm not getting review requests nor PR assign notifications after subscribe myself, the organization, and the repo with the `reviews` feature
