Sorry for the late reply. I don' think it's a service-specific issue, as I've been having this for a couple years now and I've tried all possible combinations of services....

Ok great I've changed the startup type from "Manual" to "Automatic (Trigger Start)". I am (was) primarily a Linux user, so I'm not super comfortable dealing with the internal workings...
