I didn't understand what exactly you are trying to do. VshFpsCounter is loaded by webMAN using a syscall. It also can be loaded from boot_plugins.txt
It seems your issue is the configuration of webMAN Memory Usage: https://github.com/aldostools/webMAN-MOD/wiki/~-Plugin-Memory-Usage Try selecting "Max PSX+" and set 3072KB [MC] to "4-bg". Save the settings and run prepISO to scan...
You have to take the hdd out and check it with an application tool in the pc.
