FYI We can not reproduce with released `harvester-v1.3.0` using **ipxe-example** on a `qemu-v7.1.0`+`libvirt-v9.0.0` host, and do not observe such high reproducibility like the original case. I will verify on `harvester-v1.3.1`...

As mentioned, had tried to reproduce on `harvester-v1.3.0` and `harvester-v1.3.1` but in vain. We may consider closing this ticket as CanNotReproduce cuz now only hit on `v1.3-071de3aa-head`.
