Seems hit same issue at `v1.3-4372cbc4-head` It stuck in `Downloading` and need about 10mins for checksum fail. Furthermore, user can (but should not) use it create VM during `Downloading`.

We should also take rancher upgrade into account.
A quick test using `v1.3.0-rc4`, but not observe reinstallation or disk wiping with `harvester.install.wipe_disks=true` PXE config. @ibrokethecloud, Are the test steps feasible? Please help to for the test plan, thanks....
