We should come to an agreement what "blocking" means. This issue popped up from the patch trying to compile targetting Java-17 while running Java-11 which IMHO shouldn't be blocking.

I don't think new release is out. Would you please try with the latest snapshot from https://download.eclipse.org/corrosion/snapshots/products/ ? If it works we will release.
Not AFAICT. Old way was rebuilding jars from source which is totally undesired .
Do you think you can spend the time to provide a patch fixing that?
I would say keep master for 4.0 and backport to 3.0 branch for 3.0.1 release.
