The issue is more on compatibility side As stated in docs * Install .Net Framework 4.7.1. The solution will not build if you do not install this.

the issue is with BotMediaLogger.cs since it utilizes MediaPerf key which is specific to Skype Bot Media Platform so you need to have registry for MediaPerf which probably Windows Server...
