Make SAC Parser replaceable

In [CssScanner#L171](https://github.com/ahiltenkamp/antisamy/blob/4cde647e7a41544e926b8c097d477570a1d92931/src/main/java/org/owasp/validator/css/CssScanner.java#L171) I was not sure if it is ok to catch the CssException here because before it was a ParseException. Was it just because before there was no CssException....
