I can confirm the issue. One workaround is to execute `cp /usr/share/locale/en_US/LC_MESSAGES/mit-krb5.mo /boot/grub/locale/C.gmo`. Another workaround is to add `LANG=C` in `/etc/default/grub` and then execute `grub-mkconfig -o /boot/grub/grub.cfg`.

@Zhugguanglei, I don't see any issue opening the provided raster with QGIS 3.28.5 using GDAL 3.6.3 or QGIS 3.28.6 using GDAL 3.6.4.
