Setting parameter overwrite to false results in the undocumented exception: System.ArgumentException: BlockBlobClient.OpenWrite only supports overwriting

Seems identical to #24831 - an issue from 2021. Maybe xmldoc of the `OpenWrite` methods should be improved to highlight that passing `false` is not supported.
