Handle LOOM files based on genomic region

Make SCope handle new type of .loom files based on genomic regions instead of genes. Such data can be generated by our method, cisTopic for instance. The single-cell data will still be viewed in tSNEs, so this modification is minor and mainly deals with translating a user query to the underlying data.
