你可以试试在`Visual Studio Command Prompt`下运行这条命令，应该在开始菜单可以找到（应该叫 Developer Command Prompt for VS ....)。 问题原因主要是 VC 编译器不在环境变量里面，也可以试试把 `C:\Program Files (x86)\Microsoft Visual Studio\2019\Professional\VC\Tools\MSVC\14.20.27508\bin\Hostx64\x64`（具体不一定是这个，但是类似）加入到系统的环境变量里面。
