Rebased to include the latest `develop` changes and integrate the `controller's identity id` changes from https://github.com/build-trust/ockam/pull/3200. I'll leave this PR as a draft until https://github.com/build-trust/ockam/pull/3200 is merged.

I'll be working on these tests this week, so I'll make sure to check this out!
