Ensure that callbacks (apart from settings and wildcards manager), only run when dynamic prompts is enabled. This builds on https://github.com/adieyal/sd-dynamic-prompts/pull/648

These are now returned from the get_seeds function which decides whether if should be the same as image seeds or generated separately. Fixes https://github.com/adieyal/sd-dynamic-prompts/issues/535
