Government expenditure is confusing

According to the data, there has been spending in 2016 https://municipaldata.treasury.gov.za/table/incexp/?year=2016&municipalities=DC16&amountType=AUDA

but this isn't reflected in muni money. Also, it isn't clear what Governance, Administration, Planning and Development includes.
