fix: track lag by queryId rather than applicationId

Currently we believe this fix is only necessary for cleaning up some tests once shared runtimes are fully enabled by default, however the investigation is still open at this point.

chore: reenable -Werror and fix a year's worth of accumulated errors

Apparently we had "temporarily" disable the `-Werror` flag, which turned out to be over a year ago by now. This PR reenables it and handles all the warnings we have...
