There is a regression, I went back to 2.0 and it is working. I think it is worth a try. I have the exact same issue as you.
I tried the same download in qtorrent and it works no issue. Download via web for both Torbox and RD works.
Restart did not work for me. I tried the latest and a version that previously worked. Both are having the same issue.
I went back to version 2.0 which is working. I think there is a regression in the code.
I worked out the issue; it is If you untick this it will download. I think the API to check if files are cached is broken.
